Missing "Add cellular plan" button in the settings

I've been using iPhone 13 Pro Max and when I try to install Esim there is no Add cellular plan in the settings, help me...

If you already tried (to no avail) ALL the steps provided in this support article:--> Using Dual SIM with an eSIM - Apple Support, please contact your eSIM provider about that.
