It’s there a way to turn off Center Stage completely on the device, so that it doesn’t turn back on? It is one of the most annoying “features” that you’ve forced on your users to date.

There isn’t a system-level setting in iPad Settings to completely disable Centre Stage.
For iPadOS15, Centre Stage settings are accessed from the Control Centre whilst a supported App is running. Swipe downwards from top-right of the screen:
Third-party Apps, that support Centre Stage (e.g., Zoom and Webex) may have settings within the individual App.
