If you store your contacts on an email account, either iCloud or a third party, then adding the same account to an email app on your computer will access both email and contacts.

Settings, Contacts, Accounts will tell you which account you are using on the phone if you didn't already know.

If you store your contacts only on the phone without syncing to an email account then good luck, I can not support that.
