• In Reminders app, click the +
• Enter the reminder text
• Click the i to the right of your text
• Fill out the form that pops up, choosing a starting date (and optionally time)
• Click the “never” after repeat: and choose Monthly (or any other period)
• Click the “never” after End Repeat and chose a date to stop, if needed

You can create a repeating reminder.

For reminders you can use the app that comes with your device and schedule then to pop up on your lock Screens. Alternatively you can use calendar to send you reminders

Yes, it will keep annoying you with a badge until you check it off, and it will also show your reminders in the calendar app on the day they are due.
