Apple iphone 13 pro max (locked or unlocked)

I am wondering if i bought Apple iphone 13 pro max 256GB without selecting any carrier, will it be possible to use it later in different country as i am gifting it to my relative or it will be locked to be used inside the states only?

I mean is it unlocked or locked?
