I’m locked out of one of my password protected Notes as I don’t remember my password and my face recognition stopped working. I have tried all my passwords but nothing works. Is there a way to get back in ?

i completely disagree. Passwords (robustness, remembering them, etc.) are the responsibility of the folks who create them.
But if you wish, submit your feedback to Apple.
There is not. The Notes will remain locked forever without the password.
