So I restored my iPad to factory settings to try to get rid of the screen jumping from app to app but it’s still doing it. Any suggestions?

If the screen is jumping around / ghost touching you may have a failing digitizer. You should have it evaluated at an Apple Store.

muguy is correct. If after a full restore, the iPad is still doing what it was doing, you may have a bad digitizer and it should be evaluated at your Apple Store Genius Bar.

What's the App?:
It seems to be a bug with the app. So, if it is a third-party app (one downloaded form the App Store, or elsewhere), then remove the app, and do not download it. Contact the developer, instead, asking for assitnace with this. You'll find their contact info on the app's site of the App Store.
