Why can't i reset my security questions?

My account was hacked and my security questions were changed and are im Chinese. Apple support says they can't help me and when I try to reset my security questions, it says:

Cannot Reset Security Questions

We don’t have sufficient information to reset your security questions.

Now I have no access to my account even though I have my username and password because someone changed these questions.

What do I do?

Without proof of your identity via security questions and other carefully selected criteria, Apple Support can't help you reset a password or perform any other actions on your account. These policies are audited and reviewed on a regular basis.

Based on multiple posts I have read, they will not help you recover the answers to your security questions.

Yeah, that's where I'm getting the error message.

I can't understand how someone was able to get into my account and change my security questions without access to my email, yet for some reason I can't. Who is this security protocol suppose to protect - the user or the hacker?!

There was never an option to send an email instead of answering security questions. I can reset the password using my email fine, but after resetting the password, it still wants security questions answered to proceed.

That's just taking me in circles back where I started. Enter id, enter password, select reset security questions, cannot reset security questions.

I have no idea if I set up a recovery email - but I don't see how that matters. Why would they be able to reset my security questions using an email other than the one associated with the account?
