After updating to the iOS 15, I don’t see notifications from some of my apps. My health app isn’t even showing the notification slide at all. I reinstalled my WhatsApp and installed again but anytime I restart the phone it does the same thing.

To rule out a software issue, set your phone back to factory settings, using your computer.
Then set it up manually, without using the backup see if it is working as expected.
