How do u find iPhone 11 by network

My iPhone was stolen. It has no data connection and it’s off but I had turned on find by network and all . How do I proceed

you will be unable to find the device as it must be powered and connected to a network.

To find your phone. But to work, the device must have powered and a network, otherwise it cannot generate a signal nor send one. If you enabled send last location your device may be present in find my at the last known spot for 24 hours.
