>System Preferences>Accessibility> Voice Over (?)

or

>System Preferences>Accessibility>Spoken Content

Poke around if this is not it, and make some changes.

If no insight or resolve try—SafeBoot How to use safe mode on your Mac - Apple Support

Turn on accessibility options in the login window on Mac

Set Accessibility preferences on Mac - Apple Support
