Registration problem on iPad

I reset my iPad to factory settings. I gave my iPad to my brother but we can’t sign up, we chose language, country and than we don’t have Touch ID we have remote control from dalaware state university. We only can sign in like the student of this university but I’m not. And we don’t have another option, so what I can do?
