If I toggle off Files in
Settings > iCloud > Manage Storage > Backups > THIS IPAD > Files …
Will this ONLY affect iCloud storage of the specific folders and files listed in the On My IPad folder?
(When it says it’s going to DELETE files in iCloud, I want to be absolutely sure about what files it’s talking about! DELETE is a scary word…)

It's understandable to be concerned when removing any information. Those are just the backup files stored in iCloud. It shouldn't affect any files on the iPad itself or in the On My iPad section.
Also, this will not continue backing up any of those files from the Files app. So, it's recommended to keep those files backed up if they are important.

I think I’m good to go. Thanks. Those On My iPad files are also on an external drive, so they’re backed up, just not as conveniently as having them available on the iPad. I’ve got lots of memory on my iPad, but not as much on iCloud.
So, just to check my (growing, I hope) knowledge …
Files I store on the iCloud “live” on the iCloud and are accessible to all my other devices, but not available unless I’m online.
Files in On My IPad “live” on my ipad, are available offline, but are backed up on the cloud and therefore still take iCloud space.
THIS IPAD > “Files” in the Backup sequence ONLY refers to those FILES found in the FILES app under On My iPad folder. Therefore if I toggle of Files in that Backup sequence, there isn’t anything else on the iCloud that’s going to get deleted other than the backup copy of those specific Files in the On My iPad folder.
