my Apple ID is working fine on windows laptop and i can see my icloud data. but on phone it is showing this error every time i try to sign in to my icloud account.

Have you changed a detail of your Apple ID? E.g. communication details (a new backup email address or phone number).
If so, you need to log on to appleid.apple.com and verify the new communication detail.
If nothing is working, there is always the option to 'Erase All Content and Settings'. Make sure to save all your content e.g. photos, notes, contacts before if they are not stored in iCloud and all data you may have saved in third party apps.
Anyway, this option resets the iPhone and may circumvent such a log in error. But that is just the 'last resort' option.
Is your SIM card valid and in credit?
Yes. It is working fine in the same iPhone 12 which I bought 2 days back. iCloud signing in is the problem.
No, infact I am getting the 2factor authentication code too in the same iPhone 12.
You should only need to sign into your own iCloud on your phone when you are setting up a new phone or setting up a restored phone. What are you actually doing to need to sign in?
And if you are getting 2FA you must be using the correct password. Do you get this message after entering 2FA code?
