When you turn off background app refresh in settings to save battery, does it have any dire consequences

Not really. Any app that isn’t able to refresh in the background will refresh once you open the app again.

Apps that require background app refresh enabled in order to work properly will generally let you know. And there aren't very many of them.

I regularly go through and check to make sure that things like games didn't get it enabled.
