background activity

Background app refresh is completely off for all apps. However, when checking the battery activity, some apps show Background activity. Most of these apps are Meta apps, Instagram, WhatsApp, Facebook, etc. Why are these apps operating in the background with background app refresh off?

Here is what Background App Refresh does.

As this shows, turning off Background App Refresh does not mean there will be no background activity. It simply means an app will not be started when suspended.
