Monterey OS loaded, external hard drive reformatted APFS on two partitions. Both partitions say they are "Read Only". When I click on, "Get Info" there are no options for permissions. I am Admin. How do I fix this?

It seems I solved my problem. A closer look and I saw that I had formatted as APFS (case sensitive) not APFS. Erased the disk and formatted for APFS and permissions are restored. Thanks for the help.

Are any of those partitions used for Time Machine?
Yes, Time Machine is on one partition and working fine. I use the other have for a bootable Superduper backup this also works fine.
