External hard drive permissions, Read Only

Monterey OS loaded, external hard drive reformatted APFS on two partitions. Both partitions say they are "Read Only". When I click on, "Get Info" there are no options for permissions. I am Admin. How do I fix this?

MacBook Pro 13″, macOS 12.3

It seems I solved my problem. A closer look and I saw that I had formatted as APFS (case sensitive) not APFS. Erased the disk and formatted for APFS and permissions are restored. Thanks for the help.
