A good bit of the time, while driving, I know where I’m going. I don’t need the navigation to get me there. But there have been times when I’m on the road and I’m not sure of the speed limit in a particular area.
it is so convenient to have the reminder on screen, while using the navigation service. Why can’t it just stay on?

That isn’t currently a feature of Apple Maps, but it’s an excellent idea. You can suggest it here→https://apple.com/feedback.
As a workaround you can enable navigation, turn off the sound, and just ignore the directions. Actually, I use navigation for anything more than a few miles, even areas I know well, because it has real time traffic information.
