You have a compatible device(iPhone 11). Updating it will only go so far. So, perform the update. If anything is avaiable, it will install, sure enough.

IMPORTANT: If you have an option to update, however, then be certain you backup your iPhone first. That way, you will have something to restore your iPhone from should anything go wrong with the update.

make sure your iPhone is connected to good Wi-Fi network and the low power mode is off and your iPhone battery have 50% or more then and prefer to connect it to the charger.

Mostly, this problem occurs due to a problem with the Wi-Fi connection. Try another network with the previous steps. If you are using a VPN, turn it off and make sure that there is enough room to update.

Do you use a VPN? Have you run beta software? Do you have more than 6GB of free space?
