Can’t make a call until software update done

Why is it that I can’t make a call until software is updated

If none of Raicya’s links solve your problem, Go to Settings/General/About and look at Modem Firmware. Is the entry blank? If it is you need to reinstall it by restoring the phone to factory settings, then restoring a backup. Back up the phone first, of course:

Restore your iPhone, iPad, or iPod to factory settings - Apple Support - follow the instructions to restore using your computer, do not use Settings/General/Reset (which is not included in those instructions, anyway)
Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

If the modem firmware DOES have a value you may have a hardware problem. The first step is what I just posted, but after that you need to contact Apple support using the Get Support link at the top of this page.

So what happened for the second time now is that I tried to make a phone call. The phone would not dial the call, giving some error about failed call. The I updated to the new OS software version and afterwards the phone worked. Like I said this has happened before and I am ****** that apple makes you download and install a new OS before the phone can be used!!!!! Not safe at all. What if I am in a wreck or there is a break in or some other critical emergency? That is my one and only phone! I am supposed to wait until I can download and install software???? Seriously??????? Totally sounds like🐮💩to me. Apple had to stop doing that and the phone should still have service whether I download a new OS or not!!!!

It is right there in the first sentence of the support link that you may not be able to make a call if you are not up to date. I am saying that is DANGEROUS and Apple has to stop that from happening.
