I sold my Ipad 4th generation to someone and they are not able to get in because it is still asking for my password. I gave it to her and it says authorization failed or verification lock

You didn't prepare the iPad correctly for a new user. This is what you needed to do before you sold it --> What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
Until you do this, the iPad will be unusable to whoever you sold it to.
