Why my iPad is not updating why this is happening

You don't need to send me a screenshot. When you skip a lot of updates as you have done, updating over the air becomes difficult as you are seeing.

Instead of updating over the air, use your home computer and update it using iTunes (Windows) or Finder (Mac).
