There is no cost to download/install the Apple TV app.

An Apple TV+ subscription is $4.99 monthly in the U.S. -- see: Apple TV+ - Apple

The subscription allows you to watch Apple TV+ content for no additional charge but there is a charge for content that is not part of Apple TV+ (note the "+").
