They pass power on the left and power / data on the right. I thought my OWC dock was out but as soon as I put in a new TB 3 cable it worked correctly on the rt side of the MBP.
Anyone else have this issue?

I found another user with the same issue and one answer was to try resetting the PRAM and SMC. The SMC reset fixed it for me!
