That depends.

Photos: If your items are in the Recently Deleted album, you can select and restore from there. Otherwise, the images are irrecoverable.

Messages: If you have a device back up that contains the message(s), and you do not use messages in iCloud, you can erase and reset your device and then restore it using your backup.
