Can’t verify my account with my state identification card, answer's on what I’m doing wrong

So I can’t verify my identity using my state identification card, the pictures are clear and on a black background

Apple Card • We are unable to verify your identification information I am finding that the reason I may be getting this has to do with that the system does not support every state issued drivers license. Does apple guarantee that if you have a valid drivers license issued by a State Agency in the United States Of America and it is not expired and a clear image is provided that your system supports it to verify identification information? If not what is the additional requirements that are not listed in information. Thanks for your interest in Apple Card.
