Whenever I try to download a FREE app or anything it tries to charge my card for $5.35. It tells me to log in and it tries to charge my card. I have removed all money from my card so it willl stop charging me and now I cannot download any free apps.

That is correct, you need a valid payment method such as a credit card on file with Apple. The reason is for in-app purchases.
