Is this happening when you swipe up from the bottom center of the screen? If so, can you let us know if this is happening from the Home screen, and the iPadOS version installed in Settings > General > About? This will help us better determine the next steps.

Thanks for trying that. Do you have a Smart Keyboard or Bluetooth keyboard paired to the iPad? If so, if you press Command-Tab are you able to switch between apps? Also, if you put your iPad in a different orientation, does swiping from the bottom and then pausing in the middle still not show open apps? Here's how to change orientations: Rotate the screen on your iPad - Apple Support. This can help is in isolating the issue to being part of the display of the iPad.

To get started, by menu bar, are you referring to the Dock at the bottom of the screen that holds apps? What exactly are you trying to do with it? The more detail you can provide, the better us and the rest of the community will be able to assist.

Otherwise, if you just want to change the size of icons on your Homescreen to include the Dock, go to Settings > Home Screen & Dock for more options.
