Where is accessibility?

on my ipad pro i need to get to accessibility, but its not in general. how do i get to accessibility.

It is in the top level of Settings (i.e., not under General or under anything else). On my iPad it is 4 items below General.

You can also use Search (at the very top of Settings, above your name).
