How do you update to an earlier version of iOS, instead of the latest iOS

My iPhone X is still running iOS 13.3.1 very smoothly with no issues.

However, some apps and the latest GarageBand updates require iOS 14 or higher.

Before I update to the the latest software (iOS 15.4)

Here are my 2 questions:

  1. Has the battery drain issue been fixed?
  2. If no, can I just update my iPhone X (which is still running iOS 13.3.1) to a version of iOS 14?

iPhone X, iOS 13

The ONLY option for updating is to update to the currently available version for your device.
