Apple Watch stuck on the screen that has white apple logo in a circle, not pairing or reseting! Help!

I have been having connectivity issues with my Apple Watch series 5. I unpaired and reset it to factory settings. While trying to re pair it to my phone, it got stuck on the screen with the white apple logo surrounded by a circle as pictured. It won’t get off that screen, when you touch it, it says finish setting up on the iPhone but no watch is paired in iPhone watch app. Tried to hard reset Watch and factory reset- nothing is working please help!
