Screentime: Whatsapp can be used to circumvent Youtube App Limit

My son recently found a way to circumvent his Youtube app limit by sending Youtube "Share" links to his WhatsApp Account. When the Youtube link is being rendered with a preview canvas, he is able to see endlessly videos, because WhatsApp wasn't limited because it was meant for communication.

We now have to limit WhatsApp too to prevent this.

Is there a way to forbid In-App usage of limited apps in unlimited apps or do we have to limit everything?

When a third-party app has unlimited access with Screen Time, there wouldn't be a way to set restrictions with the features of the app. You can reach out to the developer of the app to find out if there is an alternative way of setting restriction within the app: How to contact an app developer.
