Many parts Apple offers is simply head and shoulders above the rest. But on occasions Apple gets it wrong! I love using notes, but I have reached the dreaded phrase 'Maximum attachments reached'. And yes I can't start another note to sort this out as well.

There is no such thing as “unlimited data store” in any computer system. All systems have limits. And it also matters what you are syncing your notes to. I have never encountered the limit (whatever it is) using iCloud notes, but if you sync your notes to Outlook, Yahoo, AOL, or any other 3rd party service you have to deal with their limits. Go to Settings/Notes/Accounts and see which accounts have Notes syncing enabled, and which your notes belong to.

Apple Notes with iCloud. The message appears on any note, and opening a new note won't work. I deleted a few attachments and the notes works again.

Do you mean attachments to a single note, or total attachments over all notes? And are these iCloud synced notes, or some other note provider such as Microsoft Outlook or Exchange synced notes? If you open the Notes app, Folders view, it will group notes by provider. In the example below Cantara is a MS Exchange account.
Where were the Notes? See the pic below. You will get your answer
The recently deleted folder will exist only if you deleted Notes from iCloud or from the "On My Phone" Folder. Deletion from other Folders does not use Recently Deleted Sub-Folder.

Notes won't take anymore attachments, its bloody frustrating!

Well, based on your experience I will make a SWAG that the limit is 511 or 512. Web pages normally would just be links, not an attachment as such.
