Old PC to New file transfer
If I have a new PC and want to transfer all the files and programs onto it from an old PC, can I load it in ICloud and then download on the new PC?

You can certainly make sure that all of your files are synced, but applications are unlikely to work. You would need a way to backup your current device and restore it to the new.
