iCloud
If I sign into iCloud from my Mac I have a contacts icon. If I do the same thing from my iPhone I am missing several apps, most importantly the contacts app. How do I get it back?

What you can access via a browser varies by device. Contacts is one of the things not available from an iPhone. See: https://support.apple.com/en-us/HT210402
On an iPhone, iCloud is designed to be viewed by using the apps on the device (e.g., the Files app for iCloud Drive, the Photos app for iCloud Photos, the Notes app for notes, etc.).
