The watch is sitting on the charging cable, but still has a black screen. No lighting bolt of any sort is popping up

I see by your photo that you are using a 3rd party power adapter and cable. Do you have an original power adapter and cable that you can test? Has this cable and power adapter worked in the past? Have you tried another plug in the house? Will the Watch turn on? Try a Force Restart. Press and hold the Digital Crown and power button together until you see the Apple logo and then release. The Watch should reboot. See if it will show it charging then. There have been issues with 3rd party chargers and the Apple Watches.
