Brand new iPad and screen is so DARK, I can barely read it
What could be the problem and how to solve it

You've gone to Settings > Display & Brightness and turned the screen brightness up? While you're there, you may want to see if you like True Tone or not. Also, in Settings > Accessibility > Scan down to the bottom of the settings on that page and consider turning off Auto-Brightness.
