I locked myself out of my own Apple ID to the point where they restricted it. So it was easier for me to factory reset and make a new Apple ID. But now I can’t update my apple care payment method due to that and it’s about to expire.

and make a new Apple ID.

It's best to click Open because you can't merge multiple ID.

Try to restore your 'old' Apple ID:

With your 'new' Apple ID -> Sign in to your Apple ID account page and edit your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
and make a new Apple ID.
