I’ve read all the posts and seem all the YouTube videos but I still can’t connect my iMac to my MacBook Pro as a monitor. I have the late 2009 iMac and a 2016 MacBook Pro. I’m using the Mophie mini Display port to USB C cable. I’ve done everything from just plugging the cable to pressing Command F2. Nothing works. Suggestions would be appreciated.

Pay attention to what people are telling you. It’s not going to work. Target Display mode is a dead and buried technology that is no longer supported.
+1 to Den.Thed's suggestion of buying an external display and using that. This is much easier to setup, is much more reliable than TDM every was and is not expensive at all.
Even if you have the right model iMac and the right macOS on the MBP, Target Display Mode is not reliable.
Your bet bet, is to sell or repurpose the iMac and use an aftermarket external display with the MBP.
do you know if I can reinstall Catalina? I forget which update I’m on, but I know it’s the one right after Mojave
My 2016 MacBook Pro has Mojave m, and my 2009 iMac has Sierra. This fits the specs you mentioned but it still doesn’t work.
