Your network preferences prevent content from loading privately

I am receiving this notification for every email I receive - "your network preferences prevent content from loading privately." I am not using a VPN. I can click a link to "load content directly.", but would love to fix whatever issue is happening. How do I disable this from occurring? Thanks!

I responded on another thread so re-posting here as well...

Just another data point but in my particular situation, ENABLING my VPN (via Private Internet Access, not a corporate VPN) resolved those messages. With the VPN off, I see those messages on every email.

For reference, I switch between multiple Internet connections, each of which goes through a cell modem - one thru Verizon and one thru AT&T. Switching between connections didn't seem to make any difference.

The linked Apple article doesn't tell how to fix anything. It just explains the different options.

So, here's a more direct question that might elicit a useful response:

I would like to use "Protect Mail Activity" and do not have a VPN enabled. I get the "your network preferences prevent content from loading privately" error. What do I need to do to get rid of the error and still use Protect Mail Activity?

So, I enabled my VPN and opened an email message. I got the message "Remote content was loaded through your current VPN configuration." This is fine since the VPN preserves my privacy.

Disabling my VPN and reloading the message gives me this message "Your network preferences prevent content from loading privately." This is not fine since loading the content directly won't preserve my privacy.

So, is it something in the network preferences on my Mac? If so please tell me what is causing it.

Is it some setting on my modem/router? If so then please give me a hint of where to look.

In case it matters, I have Verizon FIOS. Also, I was using an Amazon "your order has shipped" message for testing.
