ITMS-Services failed to download and install IPA file at iPhone with iOS 15.4.1

When I downloaded an app from a web page using ITMS-SERVICES to iPhone with iOS 15.4.1, it is failed to download and install the app at the iPhone. But when I use the iPhone with iOS 15.4 or previous versions, it is able to download the app and installed. I've already used the latest XCode (13.3.1) to compile and create the IPA file for download but still have the same problem. I've tried to investigate on this issue for several days but still cannot solve this issue. Does anyone have any idea on this issue? Thanks a lot for the help or any suggestion.
