My husband and I share an apple ID. He just got a new iPhone 13 and his own apple ID. How does he transfer his data, apps, etc to his new phone and new apple ID?

We’d like to start by setting your expectations. Some data can be transferred, but not all.
For example, it may be possible to transfer contacts, but not purchased contents.
To start, you can ask your husband to restore his new iPhone from a backup using your shared Apple ID.
Restore your iPhone, iPad, or iPod touch from a backup
Once the device is set up, we recommend that he disable iCloud features.
For most iCloud features, you will get the option to download the data before completely disabling the feature.
For example, disabling iCloud Photos will give you the "Download Photos and Videos" option.
When he's done downloading his data, he can then sign out of your shared Apple ID, then sign in to his.
Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac
Also, your husband may have to redownload his apps using his Apple ID.
Some purchased apps and contents can be shared through Family Sharing.
