Hover Text is not the problem. One you don't have it in High Sierra and two, even if you did it doesn't launch links. Could you just be pressing on the Trackpad accidentally?
The Feature in previous posting is a Feature listed as in Monterey macOS 12 released in late 2021 and not High Sierra macOS 10.13 released in 2017.

Hover Text has been available since Catalina 10.15.
