Unfortunately no.
The only way to recover a disabled phone is to reset (erase) it and then restore it from a backup.
If there is no backup, the data is unrecoverable.
Keep in mind that the data on the phone is encrypted. Even if it were to be extracted, it’s STILL encrypted; and the system is designed to ONLY allow decryption to occur ON the device itself.

If your device is disabled or unavailable, a restore is needed to access device again.
But data will be lost.
Alternatively you can visit data recovery company first. But these companies are not cheap.
For me iPhone is not as much important as the data. I can sacrifice my phone if it gives my data back. If possible in any way.

That’s explains some of the reasons as to why - w/o any iCloud or Finder/iTunes backup - that the data on your phone is now non-recoverable.
