Minor Apple Pay/Cash trouble

My son is 16, he cannot set up Apple Pay or Apple Cash, but he does have his debit card linked on his wallet. I tried Family sharing but it says it can’t set up because he is already set up for Apple Cash? We did the whole family sharing didn’t work.

She enabled apple cash for our youngest. she got a confirmation on her phone that the account was set up. i sent $40 to him via apple cash in text. when my son opens his phone, it asks him to set up Apple Cash. Clicking continue gives the error "Apple Pay Unavailable" So the $40 is now just in limbo and my son still cannot use his phone to pay for anything. We have restarted the phone, restarted the wifi and checked his app settings. all look good.

Trying to set up family share Apple cash I’m trying to set up Apple Cash for my child under 18. When I go through all the steps and try to enable Apple Cash from her phone it says “This iCloud account cannot be used for Apple Pay” what am I doing wrong?
