I’m trying to set up Apple Cash for my child under 18. When I go through all the steps and try to enable Apple Cash from her phone it says “This iCloud account cannot be used for Apple Pay” what am I doing wrong?

If the child had Apple Cash turned on before the you need to contact Apple and cancel the account go here for instructions - Manage your Apple Cash account. Make sure their Apple ID is set to the right region Change your Apple ID country or region - Apple Support and make sure there is a zero balance. You may try signing out of their Apple ID and back in. after all that then go to the link Phil0124 posted.
