Apple Cash Family for minors

Apple Cash Family indicates that “members who are under 18 can use Apple Cash to send and receive money and use Apple Pay for purchases” but when I try to set up my child’s account it says that “This iCloud account cannot be used for Apple Pay.” - Why? And how do I navigate this? Or is there a better way to be able to send an allowance directly (not through email gift cards). Thanks!
