Why am I not receiving mobile picture message’s

Go to Settings > Messages and see if you have MMS turned on. If you do call your cell service provider and have them make sure the provisioning on your iPhone is correct.

If you are not connected to WiFi that is why you get the message. MMS requires cell data when not on WiFi.
