Assuming you’re talking about communication to non-Apple devices, MMS is required to send/receive pictures in messages.
MMS requires both the following:
- Settings > Messages > MMS Messaging = “on”
- Permission to use MMS under your plan from your cellular carrier. This may cost extra.
